Stage 01 of Operate as One asks two questions before a single line of engineering begins: is the problem critical, and is it worth solving now?

Is the problem critical?
Critical is a higher bar than important. It means the cost of the current state is real, attributable, and felt by someone with a name. If the answer is soft, the honest outcome of Stage 01 is a smaller scope or a different problem entirely.
Is it worth solving now?
Timing is a legitimate reason to wait. A problem that is critical but blocked by a reorganization, a system migration, or an unresolved ownership question will not become less critical for having been engineered around. Stage 01 is where that blocker is identified.
